In Geneva, the main item on the agenda for discussion was the Bosnian crisis. As the UN Convention had other matters on hand, there was one which could have serious implications for India. Pakistan had pushed forth a discussion and action on Kashmir issue. Indian Government wanted to respond with utmost seriousness.
This was on the backdrop of US’ rage against India because India was due to supply batteries for Iranian missiles, and repairing ports, and US was deadly against Iran. When no other country was willing to help Iran, India stepped in and filled the gap. This turned USA and other western countries against India (this was after the Iranian revolution, and US Embassy hostage crises). So, USA played this game to force India to stop. Kashmir was supposed to be the trump card.
Prime Minister Narasimha Rao had a fantastic array of people in his cabinet, and some great minds among the bureaucrats, but he wanted a man who was wise and who knew International politics, a man who was eminently respected and who was also a great orator. Despite several raised eyebrows and criticism from within his own ranks, the PM chose the leader of opposition to lead the team – ATAL Bihari Vajpayee (PM Rao did not lead the team himself, and relied on Vajpayee to deliver it with a victory at Geneva, although Pak PM Benazir Bhutto was going to be present at Geneva).
Vajpayee led a high powered team which included Dr. Farooq Abdullah, Salman Khurshid and Hamid Ansari, all heavy political power weights. Then the convention happened.
The rest is history. India won hands down when Pakistan was forced to withdraw the resolution.
This is probably the greatest incident of nationalism since independence.

When country calls, the Prime Minister trusts and chooses his opposite number to deliver the goods, and the Leader of the Opposition agrees, and delivers it, and later this was to become a feather in the cap of PM Narasimha Rao, brought by the leader who opposed him inside the Parliament on various other issues. But when country called, the two great men delivered it. India first, politics later.
